The Operating Millage Proposal……
  • Restores the limit on operating taxes to 18 mills, of which all 18 may be levied on most non-homestead property (business, industrial, commercial property, rental and second homes) and not more than 12.4675 mills may be levied on principal residences.
  • Is a continuation of the same authorization approved  by the voters since 1994/1995 (Proposal A).
  • Most of the authority is not levied on primary residences; of the 18 mills, currently 4.7232 mills is levied on primary residences to hold the Ann Arbor Public Schools harmless.
  • Currently supplies 45% of Ann Arbor Public Schools’ State operating funds.
  • Is required so that Ann Arbor Public Schools can receive its full allocation of operating funds from the Michigan legislature.
  • Is funding that goes directly to Ann Arbor Public Schools to operate the schools.
  • All Ann Arbor Public Schools registered voters are eligible to vote on the proposal.
